This position is located at STARBASE Kansas City, operating under the oversight of the Adjutant General of Kansas. Its primary objective is to manage and execute a Department of Defense (DoD) sponsored STARBASE Program in Kansas City, Kansas. This program is specifically designed to offer hands-on training in science, technology, engineering, and math (STEM) to fifth-grade students in elementary school. Additionally, the incumbent will supervise outreach initiatives targeting middle and high school students and provide leadership for the development and implementation of programs, policies, responsibilities, and procedures aimed at enhancing math, science, and technology education for youth. The focus is on exposing them to a technological environment and positive role models inherent in a military installation.

Position Summary & Responsibilities:

Responsible for Kansas STARBASE program development, assessment, execution, and strategic planning. 

Develops and manages annual budgets and submits to the National Guard Bureau (NGB) and other federal and state agencies as required for funding. 

Develops and manages short and long-range strategic plans that are directed and required by the DOD, which includes the allocation of resources, establishment of objectives, and strategies to accomplish objectives. 

Oversees Department of Defense (DOD) curriculum implementation and academy function which includes management systems and tools to continually improve program services and procedures, to determine objectives are being met; initiates change to correct deficiencies; and adapts the program and services to meet the changing needs in curriculum and education. 

Develops, formulates, interprets, and directs the program and administrative policies and procedures as required by the Kansas National Guard and DoD Office of the Assistant Secretary of Defense Reserve Affairs (OASD/RA). 

Ensures compliance with all federal and state policies and procedures. 

Develops metrics for success to measure organization, program, and individual effectiveness. 

Provide on-going monitoring, monthly, quarterly, and yearly reports on equipment, budget, and personnel. 

Plan and organize communication with the DOD compliance organization, OASD/RA at the national level, and superiors at the state/local level to obtain information and problem solve relative to the administration of the programs content and objectives.

 

Responsible for financial and operational management of Kansas STARBASE. 

Develops and maintains budget and is accountable for program results and effective utilization of physical, financial, and personnel. 

Ensures applicable program DOD accreditation is maintained. 

Oversees creation and maintenance of all records as required for audits/inspections. 

Oversees enrollment, academic schedules and related reporting for all STARBASE projects.

Oversees recruitment and selection of participating schools. 

Assists and informs the STARBASE Inc. Board of Directors Officers, Board Members, and Board Committees. 

Establishes performance measures for contractors, vendors, or providers to ensure STARBASE program requirements. 

Develops working relationship with the federal, state, and military entities. 

Assists in the development and implementation of policy. 

 

Responsible for the development and execution of public information programs for their site. 

*Oversees all STARBASE public relations efforts and other promotional activities

 *Actively participates in national STARBASE activities and maintains a relationship with other STARBASE DOD *Directors and OASD/RA personnel. 

Serves as official STARBASE spokesperson for assigned site. 

Liaises with schools, community, military, education and business leaders to develop mutually beneficial partnerships to leverage resources. 

Participation as a member on national, state, or local committees and organizations is strongly encouraged 

 

Manages Kansas STARBASE employees and volunteers. 

Follows all State and Agency policies and procedures for the management of State employees. 

Coordinates with supervisor to provide recommendations to TAG HR Director on hiring, discipline and termination of State employees. Develops and submits documentation to support recommendations. 

Supervises STARBASE employees to ensure quality management practices that foster teamwork using a disciplined problem solving and decision-making approach. 

Develops and revises job descriptions as needed. 

Evaluates employee job performance by State HR policies, procedures and timelines. 

Develops feedback that promotes positive organizational change. 

Oversees recruitment and training of volunteer instructors and support personnel. 

Develops a professional development plan for the STARBASE employees and volunteers based on the direction and need of the program. 

Submits all personnel related documentation to State HR in the manner and timelines required 

 

Responsible for Kansas STARBASE resource management and development. 

Projects program equipment needs, use, budgeting, procurement, tracking and maintenance.

Directs and controls resources necessary to operate and maintain multiple STARBASE classrooms, STARBASE 2.0, Summer Program and Outreach Programs. 

Projects workforces need and submits required budget requests and justification to supervisor. 

Ensures all required equipment and supplies are available. 

Ensures STARBASE facilities and equipment are maintained. 

Develops and facilitates relationships to ensure support of the STARBASE program. 

Performs other duties as assigned. 

Occasional overnight travel regarding national STARBASE meetings and training per State Comptrollers policies, procedures, and timelines. State-wide travel as needed to participate in staff development, program development meetings, and school visits. 

Qualifications

  • Education:  Masters degree and five (5) years of experience in administrative management and education with a solid understanding of science, technology, engineering, and mathematics (STEM) education. 

Special knowledge, skills, and abilities: 

  •  Must possess demonstrated skills in organization management, program development/management, strategic planning, budget development/management, and understanding of personnel-related federal and state laws and regulations. Must be able to manage multiple tasks simultaneously; strong computer skills are required. Extensive experience in education, marketing, and public speaking is required. 

Experience length in years and kind:

  • Must be able to follow requirements of DOD, NGB agreements, TAG policies and procedures, and all applicable federal and state laws and regulations related to the STARBASE program and personnel management. 

Minimum Requirements:

  • Position requires a bachelors degree, and three (3) years of related experience in administrative management with a solid understanding of science, technology, engineering, and mathematics (STEM) education. 

Post-Offer, Pre-employment Requirements:  

  • Position requires a valid drivers license and the ability to obtain and maintain a Department of Defense Security Clearance (T1) as a condition of employment

Salary Information

Compensation: $ 95K to 99K per year. * Salary can vary depending on education, experience, or qualifications
