Job Description

 

Purpose:    The Director of Human Resources provides management and logistics in various areas of Human Resources- including recruitment and employment- employee relations- compensation and classification- employee development- general HR administration- and special projects. To accomplish these tasks- the Director of Human Resources works closely with the staff and administration of the District.

                                   

Reports To:    Superintendent

 

Supervises:    District Substitute Teachers and Nurses  

 

FLSA Status:  Exempt- Salaried

 

Salary:   $100-000-$110-000 per year; year-round contact commensurate with experience

 

Required Qualifications:     

  • Bachelor`s Degree in Human Resource Management- Business- Educational Administration- Public Administration- or a related field.
  • Three years experience in a related field.  Experience may be substituted for education.
  • High level of competence with Microsoft computing applications. Demonstrated word processing- Excel- various computer programs- and organizational skills.
  • Experience and skills using various office machines- including copiers- printers- and telecommunications equipment.
  • Demonstrates written communications- oral presentation- and program planning and organization skills.
  • Desire to continue career improvement by enhancing skills and job performance.
  • Excellent interpersonal skills.
  • Meeting and event coordination will include project coordination experience.
  • Sensitivity to confidential matters.
  • Health and Inoculation Certificate on file in the District Office (after employment offer is made).

 

Preferred Qualifications:

  • Master`s Degree from an accredited educational institution in Human Resources- Business Administration- Educational Administration- or related field
  • PHR or SHRM Certification
  • Current Kansas State Teaching Certification with District-Level Leadership or Administrator Endorsement. 
  • Building Administrative experience.
  • Knowledge and understanding of school/district operations.
  • Knowledge and ability to plan long-range and short-term for a changing district population based on historical data trends and projected needs.
  • Experience and ability to demonstrate the skills required to plan- organize- and supervise district representation at university recruiting events.

 

 

Essential Functions:  To perform this job successfully- an individual must be able to perform each essential function satisfactorily:

  • Ability to provide flexibility and work with all levels of administration- staff- and district constituents through strong customer relations.
  • Ability to draft and edit correspondence- articles- reports- and presentations.
  • Ability to manage multiple calendars- including event arrangements- college/university practicum/student teaching requests- and preparing university reports/briefings for the Superintendent.
  • Ability to provide for the efficient operation of the Human Resources Department and USD 207 School District.
  • Ability to ensure all activities conform to state- federal- and district guidelines.
  • Ability to manage and maintain accurate and organized HR records- files- and reports as required- including but not limited to:
    • Certified and Classified personnel/applicant files
    • Substitute teacher training and documentation
    • Administrative services-related reports
    • Leave time usage reports and allocations
    • SchoolRecruiter job postings/ applicant information
    • District- State- and Federal reports.
  • Ability to work closely- positively- and productively with District Office and school district personnel.
  • Communicate and work effectively- cooperatively- and positively with university personnel and community members- including greeting contacts and directing them to the appropriate office staff.
  • Ability to problem solve and be forward thinking as it would pertain to candidate recruiting at university events and for district openings.
  • Ability to react to change and frequent interruptions in a productive- positive- and courteous manner- meeting deadlines as assigned.
  • Ability to operate all equipment and office devices appropriately as required and to learn how to operate new equipment as it becomes available.  Strong computer and internet research skills are necessary as well.
  • Act as the district representative- coordinating and/or facilitating district participation in university recruiting events.
  • Ability to articulate- foster- and implement the District`s vision- mission- and goals.
  • Ability to design and produce all forms of job-related documents- both digital and printed requests- in a timely manner.
  • Ability to obtain- gather- and organize pertinent university recruiting events/candidates’ data.
  • Ability to organize and maintain certified candidate applications from online applications and university events.
  • Ability to objectively make staffing recommendations for follow-up interviews and possibly hire to be employed by USD 207.
  • Maintains a professional image.
  • Maintains current knowledge of educational issues- District initiatives- and specific staffing needs of the District.
  • Maintains regular communication with university faculty regarding job vacancies in USD 207 to gain insight into potential highly qualified graduates.
  • Maintains consistent participation in university events- advisory councils- mock interviews- and accreditation visits. 
  • Conduct lesson observations of student teachers placed with USD 207.
  • Ability to manage and facilitate all aspects of District Human Resource Databases such as Frontline- TalentED- Skyward- etc.
  • Serves as the worker`s compensation officer for the District.
  • May need to travel using personal transportation.
  • Regular and consistent attendance at work.

General Responsibilities:

 

  • Oversee full-cycle recruitment- including advertising vacancies- screening candidates- scheduling interviews- and extending job offers
  • Build and maintain talent pipelines to attract high-quality educational- administrative- and support staff
  • Ability to effectively manage all communications related to HR and/or direct contacts to the appropriate location/administrator to accommodate the contact`s needs and record messages accurately for the Superintendent and other office staff
  • Ability to maintain all confidential personnel files; generate and maintain computer documentation of all pertinent personnel records
  • Ability to prepare paperwork for new personnel and appropriate documents for their employment. Distribute completed paperwork to the appropriate departments
  • Ability to assist new personnel in completing necessary District- State- and Federal forms
  • Ability to prepare and process documents/forms involving any change in personnel status- including transfers- termination- and salary adjustments
  • Ability to post position vacancies/transfers as appropriate and update postings on the district website and regular hardcopy postings as necessary
  • Ability to place ads for vacancies using various media
  • Ability to correspond effectively with classified and certified applicants and substitute teachers
  • Ability to accurately prepare personnel exhibits for each Board of Education meeting
  • Ability to maintain current Notary Public license
  • Provides New Hire onboarding training for all new staff to the District
  • Ability to observe and follow all school district policies at all times
  • Ability to respond to information requests cooperatively- courteously- and in a timely manner
  • Ability to keep student and personnel information and records confidential
  • Ability to implement and follow all District health and safety policies- including all Bloodborne Pathogens Exposure Control Plan precautions
  • Ability to perform other tasks and assume additional responsibilities as directed by the Superintendent

Terms of Employment: At-will employment. 12-month contract.

The Fort Leavenworth School District has been a part of the educational system of the State of Kansas since 1901.  Geographically, it is composed entirely of federal property and includes Fort Leavenworth National Cemetery and the U. S. Federal Penitentiary.  The buildings, which belong to the school district, are located on land leased from the federal government.  We are a Kansas Public School System.  We do not have any connection with the Department of Defense Dependent School System.  The district provides instruction for grades K - 9 in addition to half day preschool for 4 year olds meeting current residency requirements.    The post schools operate under the provisions of Kansas State Law, applicable federal laws, and regulations of the U. S. Department of Health, Education and Welfare.

Commitment to quality and success for every student are hallmarks of the school district.  Children in the Fort Leavenworth Schools have benefited greatly from the support of a community that places a premium on quality education for its young people.

District facilities consist of four schools, and one central administration building.  The district also has a warehouse and transportation center.  All schools in the district have been extensively renovated and all life safety features upgraded.  All schools have at least the following:  auditorium, gymnasium, full service kitchen, cafeteria, technology classrooms, two computer labs, separate art and music rooms and a full service library media center.  All schools are maintained in excellent condition.
