Essential Job Functions: Duties/Responsibilities: Oversee the development and delivery of curriculum and instructional programs that incorporate district goals and support student achievement. Ensure alignment PreK-12 by using relevant, research-based, and evidence-based processes and procedures. Participate in the district-level decision-making process to establish and review the districts goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques. Monitor and reevaluate instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate. Effectively communicate scientifically-based research strategies to all members of the district and community. Plan, integrate, and oversee intervention services, special education services, and 504 Plans provided to the districts students by collaboratively working with building teams and the Director of Student Services. Lead the process for selection of district instruction and tiered intervention materials and resources to support all learners. Review, evaluate, and restructure instructional programs and technology integration plans as necessary based on scientifically research-based practices to achieve efficiency and effectiveness to support school improvement efforts. Coordinate efforts to integrate Kansas and district curriculum standards, 21st century learning skills, Career Technical Education, Individual Plans of Study, and career pathways into the local curricula and assist in district curricula and resource approval. Obtain instructional resources and materials through processes outlined by the Assistant Superintendent of Business/Operations. Ensure that the necessary time, resources, materials, and technology to support accomplishment of education goals are available. Collaborate with curriculum specialists, principals, teachers, and other instructional staff to develop, maintain, and revise curriculum documents based on systematic review and analysis. Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs. Actively support the efforts of others to achieve district goals and performance objectives. Oversee staff development programs and provide effective activities that support instructional programs, incorporate input from teachers and principals, and are consistent with the districts mission. Ensure professional learning needs of all employees (general education and special education) are job embedded; support the school districts goals, initiatives, and processes; are aligned to the adopted USD 253 instructional framework and tiered intervention model; are cyclical in nature; and that professional learning is evaluated regularly through needs assessments and satisfaction surveys. Participate in the ongoing development, revision, implementation, and monitoring/assessment of district-wide professional learning framework as outlined by the Superintendent. Effectively utilize the expertise of other district professionals and/or outside consultants to support or provide professional learning that improves teacher instruction and student achievement. Assume responsibility for the overall professional learning framework PreK-12. Participate in the implementation of the designated teacher appraisal system. Implement the policies established by federal and state law and regulations and local board policy in curriculum and instruction area. Compile, maintain, and file all reports, records, and other documents as required. Develop and administer the teaching and learning budget based on documented program needs and ensure that operations are cost effective and funds are managed prudently. Coordinate with the Director of Human Resources to prepare, review, and revise job descriptions in the Teaching, Learning, and Student Services Department. Evaluate job performance of employees to ensure effectiveness. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members. Articulate the districts mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district's mission. Demonstrate awareness of district and community needs and initiate activities to meet those needs. Use appropriate and effective techniques to encourage community and parent involvement. Provide professional leadership in organizing, administering, supervising and evaluating the effective delivery of district, At Risk, and other federally supported programs. Develop and maintain documentation relative to program requirements. Participate in professional and/or civic organizations at state and local level as appropriate. Consult with and provide support for building principals and the Director of Student Services concerning special education instructional staff. Approve all personnel assigned to the district through processes outlined by the Director of Human Resources. Help facilitate grant applications and proposals to support district mission, vision, and goals. Oversee the application to conduct educational research within USD 253 by maintaining and following the developed process. Work effectively with building administration and instructional coaches to plan, implement, support and evaluate district initiatives in the districts schools. Provide for effective programs and processes to support student conduct, attendance and academic progress. Serve as a member of the Boards team during contract negotiations. Organize the school day/year to provide for efficient operation of the school. Appropriately delegate duties for effective utilization of staff while assuming final responsibility for the overall school program. Work effectively with community organizations and assist with community partnerships for students and staff. Oversee district special instructional programs.
