USD 281 is accepting applications for Payroll/Board Clerk. Applicants should possess strong customer service skills and be self-motivated. The start date of this position is October 1, 2024 but can be flexible depending on the candidate. On-the-job-training will take place October 1, 2024-June 30, 2025 with full transition to the position to begin July 1, 2025.

Qualifications:

High school diploma or equivalent

Associates or bachelors degree preferred with experience in accounting and finance

Experience in school district administration, public sector administration, or relevant office experience

Job Summary: 

The Payroll/Board Clerk assists employees and the school system regarding all areas of payroll, benefits, the hiring process, and board clerk duties. 

Required Knowledge & Abilities:

Knowledge of computers and technology

Excellent problem solving skills

Comply with state and federal regulations as they relate to USD 281 Schools

Ability to work independently, be attentive to detail, and maintain a positive attitude

Ability to manage multiple and simultaneous responsibilities and to prioritize scheduling of work

Ability to maintain confidentiality of all personnel, financial, and legal information

Ability to complete work assignments accurately and in a timely manner 

Ability to communicate effectively, both orally and in writing

Performance Responsibilities: 

Human Resources / Payroll Responsibilities:

Accurately complete monthly payroll and quarterly reporting

Complete, distribute, file annual W2s and 1095s

Facilitate open enrollment for benefits

Correlate employee deductions/benefits with payroll

Perform responsibilities of the KPERS Designated Agent

Facilitate new employee onboarding

Manage district policies and procedures as they relate to staff

Supervise teacher licensure 

Correctly determine staff placement on salary schedules

Communicate clearly and courteously with district staff

Finance Responsibilities:

Assist in preparation of annual budget

Construct state budget forms

Facilitate annual KSDE audit

Complete required state and federal reports

Board Clerk Responsibilities:

Attend meetings

Record and publish meeting minutes

Communicate effectively with board members

Other:

Assist with general office management

Other duties as assigned 

Physical Requirements & Environmental Conditions:

Physical and emotional ability and dexterity to perform required work and move about as needed 

Must be able to stoop, kneel, crouch, walk, twist, bend, climb, reach with the arms, and be mobile

Must be able to use a computer and work on a screen for most of the working day

Must be able to read printed or electronic information

Must be able to communicate fluently in the English language both orally and written.

Requires regular attendance and presence at the job

Salary Information

This is a 12-month contracted position. Salary will be based on education and experience.

Graham County USD #281 in Hill City, Kansas is located in northwest Kansas at the junction of US Hwy 283 and US Hwy 24. The district has two attendance centers; Hill City Junior Senior High housing students in grades 7-12 and Hill City Grade housing students PK-6. The enrollment of the district is approximately 380 students. Student to teacher ratio is low, averaging 12-16 students in a classroom. Hill City Junior-Senior High has many active clubs and organizations as well as programs in band, choir, art and FFA. HCJSHS students compete in most activities sponsored by the KSHSAA.. The district underwent a facelift in 2015 with the addition of a new state-of-the-art 8 lane track including new concessions and restroom building, immaculate renovation of the auditorium, new HVAC systems at both facilities, Parking lots and renovation of the Grade School playground along with other upgrades. USD 281 recently launched a technology improvement program and has added interactive boards to all elementary and many Jr-Sr high classrooms. Students in the district all have an individual laptop assigned to them, making us 1-1 district wide. In 2020 the district was recognized by the Kansas State Department of Education with three awards of distinction including the Commissioner`s Award.
