USD 422 Kiowa County SuperintendentKiowa County USD 422 • www.usd422.org/ Purpose Statement The job of Superintendent was established for the purpose of managing the overall operation of the district as designated by the Board of Education by addressing administrative needs and processes; establishing long- and short-term strategic planning; communicating with a wide variety of internal and external groups and individuals, and ensuring compliance to policies.
Essential Functions Collaborates with a wide variety of internal and external groups for the purpose of implementing program components; creating long- and short-term plans, and addressing organizational objectives. Compiles data from a wide variety of internal and external sources for the purpose of developing financial, legal, and/or administrative policies and procedures; evaluating specific requests and/or measuring attainment of organizational objectives. Develops internal controls, policies, procedures, proposals, long- and short-range strategic plans, and District budget recommendations for the purpose of achieving organizational objectives, state education code requirements, and Board of Education policies in an efficient and timely manner and in accordance with District standards and mandated regulations. Facilitates meetings that frequently involve a range of issues (personnel and financial procedures, regulatory requirements, requests from outside agencies, interdepartmental needs, conflict resolution, etc.) for the purpose of conveying/gaining information, developing recommendations, guiding and supporting District staff, and/or representing the District. Monitors district operations, programs, budgets, and related activities for the purpose of ensuring that objectives are attained within budget and in compliance with established regulations and operational practices. Oversees a variety of administrative functions assigned to Principals and Heads of Food Service, Maintenance, and Transportation for the purpose of managing district operations and ensuring services are effectively and efficiently provided within established guidelines, policies, and legal regulations. Performs a variety of personnel functions (interviewing, evaluating, training, supervising, etc.) for the purpose of maintaining adequate staffing; enhancing productivity; achieving objectives within budget; and complying with administrative and legal requirements. Presents information on a variety of topics (e.g., strategic planning, budget, enrollment, legislation, community involvement, etc.) for the purpose of conveying information, gaining feedback and approval; and/or making recommendations regarding district services. Provides professional and personal leadership for the purpose of promoting professional growth and educational value within and outside of the District. Recommends and implements solutions to a wide variety of complex issues for the purpose of addressing the operational needs and educational responsibilities of the District. Represents the District within the community and in local, state, and federal agency committees and meetings for the purpose of serving as a spokesperson for the District, administration, Board of Education, students, and their interests. Researches a wide variety of complex topics (e.g., policies, procedures, guidelines and regulations, financial resources, etc.) for the purpose of ensuring compliance with established requirements and regulations, securing general information, and/or responding to requests. Responds to complex and critical issues and inquiries from a wide variety of internal and external sources regarding development, implementation, and evaluation of District programs for the purpose of identifying relevant issues and recommending or implementing action plans. Supports the Governing Board and other District administrators for the purpose of developing and implementing services, programs for achieving the operational goals of the District. Employer Information Kiowa County High School is a large 1A school in the Southern Plains-Iroquois Activities Association. Our state-of-the-art K-12 school was opened in 2010 in Greensburg, KS. Students attend our high school from the communities of Greensburg, Haviland, and Mullinville. USD 422 has one-to-one laptops for students grades 3-12.
