PURPOSE: This position is responsible for overseeing all activities related to the procurement, accountability, and expenditure of all federal and state program funds and/or other restricted monies in USD 443.  Such monies shall be utilized to enhance the educational programs of the school district, including its facilities and personnel.  The person holding this position is expected to provide oversight and accountability for compliance with the regulations and guidelines for these special programs.

 

EMPLOYMENT QUALIFICATIONS:

Education:

 

        Bachelors degree from an accredited college/university in education, accounting, finance or other related area. 

 

Experience:

 

        3 years of experience in managing and supervising compliance and accountability for grants and/or state and federal programs.

KNOWLEDGE, SKILLS, & ABILITIES:

        Familiarity with federal, state and/or local regulations related to the financial accounting and compliance for restricted grants.

        Communication and interpersonal skills to assist administrators, teachers and staff in meeting program goals and objectives.

        Problem solving and organizational skills.

        Ability to attend to details.

        Ability to maintain confidentiality.

        Excellent computer skills, strong communication skills both verbal and written.

        Be able to evaluate and interpret data and compile written reports in narrative and statistical form.

DUTIES & RESPONSIBILITIES:            

        Assists the Executive Director of Business Operations and the school districts professional staff in planning the utilization of funds available to the schools through various grant, federal, state and/or local programs.

        Oversees the Title 1, Title IIA, and Title IV grants and reporting for these funds.

        Oversees the Local Consolidated Plan for the Title 1 Schools and the reporting.

        Assists the Deputy Superintendent with the Professional Development Budget and reporting.

        Assists the Executive Director of Business and Finance with the At-Risk Budget and reporting

        Assists the Director of ESOL and Diversity with the Title III, Migrant, and Immigrant grants and reporting for these funds.

        Assists K-12 schools with Title 1, At Risk, Professional Development and Bilingual school budgets.

        Directs the preparation of compliance, financial, and other reports required by grant, federal, state and/or local agencies.

        Serves as the districts representative for the states programs for Homeless Students.

        Serves as the districts liaison with the Community Foundation of Southwest Kansas.

        Serves as the liaison for all Title 1 programs.

        Assumes responsibility for completing applications for grant, federal, state and/or local monies.

        Prepares reports related to the annual audit of restricted programs.

        Cooperates with district administrators in the preparation of the annual district budget for restricted funds.

        Evaluates all special funded projects and expenditures in the district on a regular basis.

        Compiles and maintains written records and reports on grant, federal, state and/or local projects and disseminates information to other appropriate education institutions, agencies, and/or departments.

        Directs and/or assists in the preparation and administration of an annual budget for each special program area or department.

        Demonstrates responsible management of and accountability for all special program operations.

        Performs other duties as assigned.

        While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk and hear.

        The employee is occasionally required to stand; walk and reach with hands and arms.

        The employee must regularly lift and /or move up to 50 pounds. 

        The work environment is in an office setting.

        The noise level in the work environment is usually moderate.
