Purpose Statement
The job of Chief of Support Services is done for the purpose/s of providing leadership and oversight in the design, implementation, and continuous improvement of a comprehensive system of support that ensures every student has access to high-quality instruction, equitable services, and timely interventions. This role leads the integration of academic, behavioral, social-emotional, and special education systems through a unified Multi-Tiered System of Supports (MTSS) framework.
The Chief of Support Services aligns general education, special education, and student services to create integrated, inclusive, and effective systems that improve outcomes for all learners while ensuring compliance with state and federal requirements. These services are inclusive of mental health services, behavioral health services, health services, Section 504, early childhood, Parents as Teachers and other services that may be deemed essential.
Essential Functions
Serve as a member of the superintendents cabinet, contributing to districtwide strategic planning and decision-making.
Provide vision and leadership for a unified student support system aligned to district goals and Board of Education priorities.
Lead large-scale systems change to eliminate silos between general education, special education, and behavioral supports.
Advise the superintendent and Board of Education on student support trends, needs, and outcomes.
Design, implement, and sustain a districtwide MTSS framework integrating academics, behavior, and social-emotional learning.
Ensure a strong consistent Tier 1 Foundation across all schools with a continuum of Tier 2 supports and a Tier 3 process for intensifying supports.
Establish districtwide expectations, protocols, and decision-making rules for intervention and progress monitoring.
Monitor fidelity of MTSS implementation and effectiveness of supports across all schools.
Develop professional learning to strengthen the knowledge and skills of all staff.
Provide executive oversight of all special education programs and services.
Ensure compliance with IDEA, Kansas regulations, and district policies.
Oversee evaluation, eligibility, placement, service delivery, and dispute resolution processes.
Ensure MTSS structures support early intervening services and equitable identification practices.
Address disproportionality and promote inclusive practices for students with disabilities.
Lead the alignment of academic supports, behavior and social-emotional learning, and mental health services into an integrated system.
Promote evidence-based instructional and behavioral practices across all tiers.
Ensure general education environments are accessible to all by supporting inclusive practices.
Collaborate with building leaders to strengthen instructional and behavioral leadership team.
Oversee districtwide systems for universal screening, progress monitoring, fidelity measures, and outcome evaluation.
Use data to drive system-level decisions related to staffing, programming, and resource allocation.
Monitor effectiveness of interventions and supports, adjusting strategies as needed.
Report regularly to district leadership and the Board on outcomes, trends, and system performance.
Lead the design and delivery of professional learning related to MTSS, special education, and student supports.
Build the capacity of principals and district leaders to implement and sustain high-quality systems.
Supervise and develop directors and coordinators within student support services.
Foster a culture of continuous learning, collaboration, and accountability.
Collaborate across departments including curriculum and instruction, assessment, human resources, and operations.
Partner with families, community agencies, and external service providers to support student needs.
Ensure clear, consistent communication regarding student support systems and expectations.
Represent the district in regional, state, and professional organizations as appropriate.
Oversee budgets related to student supports, including special education and intervention services.
Align staffing models and resource allocation with MTSS priorities and student needs.
Ensure responsible use of funds and compliance with state and federal funding requirements.
Evaluate program effectiveness to inform budget and staffing decisions.
Experience: Minimum of seven years related experience required.
Education: Masters degree in Educational Administration or related field, Doctorate preferred
