The Director of Teaching and Learning, under the guidance of the Superintendent, provides direct support and feedback to all instructional and administrative staff on the development of district-wide school improvement efforts and the related programs that support student services grades Pre-K through 12. This position oversees all matters related to the development, delivery and assessment of instructional programs; including, professional development and the use of technology in the school district. This position is responsible for the management of instructional services based on the effective use of data, collaborative processes that include all stakeholder groups, and the use of research based instructional strategies. The Director of Teaching and Learning assists with budget and staffing projections/allocations for the maximum effective use of human and financial resources for instruction. Additionally, this position serves as a member of the Superintendents executive team.

QUALIFICATIONS

  1.        Masters degree in Educational Administration, Curriculum Development, or related field from an accredited college/university.
  2.        Kansas Building Administrator and/or District Administrator license.
  3.        Minimum of three years as a building administrator experience.
  4.        Have a valid drivers license, be able to drive, and qualify under the districts insurance carrier when driving a district vehicle.
  5.        Desire to continue career improvement.

 

ESSENTIAL FUNCTIONS

       Provide professional leadership in organizing, administering, supervising, and evaluating the effective operation of an optimum learning environment within the district.

       Ensure that assigned school programs and activities conform to federal, state, and district guidelines.

       Communicate effectively with all members of the school district and community.

       Work effectively with community organizations.

       React to change productively and handle other tasks as assigned.

       Support the value of an education.

       Support the philosophy and mission of U.S.D. No. 315.

 RESPONSIBILITIES

       Develops and implements an on-going evaluation program for all instructional programs in the District, including school year and summer programs.

       Oversees the development and implementation of summer and after school programming.

       Oversees the all grant programs, system accreditation efforts, state reporting, and federal reporting data collections.

       Oversees district Mckinney Vento efforts.

       Plans, implements, and monitors budgets in all areas of Teaching and Learning.

       Aligns Teaching and Learning program to with the Districts Strategic Plan and system accreditation planning.

       Administers and coordinates federal and state grants through communication with the Kansas Department of Education, District department directors, and building administration to ensure accountability for use of funds and student learning.

       Collaborates with the executive team in preparing updating the 5-year District Teaching and Learning professional development plan.

       Works to strengthen connections with the community to support students.

       Attend board meetings and prepare such reports/presentations for the board as the Superintendent may request.

       Serves on District and community committees as assigned/appointed.

       Attends principals meetings to provide updated PreK-12 curriculum information and maintain on-going communication.

       Pursues alternative funding and resources to support programming.

       Implement and maintain the district-wide School Improvement Process including the state accreditation process.

       Develop a system-wide plan for curriculum study and improvement consistent with the district vision, goals, and policies.

       Organize and review the results of curriculum committees, ensuring results are consistent with district objectives.

       Work with principals and teacher committees in organizing and coordinating grade level and department meetings in order to effect horizontal and vertical integration and articulation of the instructional program throughout the district.

       Plan, develop, implement, and evaluate the curricular and instructional program of the district.

       Provides leadership and support to building administrators through collaborative planning, professional development, coaching, school improvement planning and regular communication.

       Interpret the present curriculum and proposed curriculum changes to the board, the administration, the staff, and the general public.

       Coordinate and supervise all levels of the district assessment program research for the purpose of measuring the effectiveness of the total educational program.

       Keep informed on the latest research, trends, and developments in all areas of education and interpret for staff as necessary.

       Monitor textbook and supplementary materials selection used in educational programs in the district.

       Directs the planning and implementation of new curriculum standards and statutes.

       Coordinate and monitor staff development and in-service activities for the education staff.

       Upon request of principals, observe teachers in their classrooms and offer insights for the enhancement of effective instruction.

       Supervise the instructional technology acquisition and usage for appropriate technology equipment to support instruction.

       Promotes system-wide technology integration and organizational efficiency.

       Play a significant leadership role in fostering professional growth and building staff morale throughout the district.

       Examine and develop graduation requirements and other educational standards and develop appropriate recommendations for revision consistent with district goals and within state requirements.

       Request the appropriation of services needed for sufficient management of the educational program.

       Advises the school board, administration and staff on teaching and learning issues and related policies.

       Represents the District positively by displaying a strong work ethic and personal integrity in all situations.

       Act in the absence of the Superintendent when so designated.

       Perform such other duties as may be assigned by the Superintendent of Schools.

       Requires prolonged sitting or standing.

       Occasional stooping, bending, and reaching.

       Requires some travel.

Colby Public Schools USD 315 is a 3A school located in western Kansas on Interstate 70.  We have approximately 950 students and over 70 licensed staff members.

This includes a strong partnership with Colby Community College whereby students have the opportunity to earn college credit(s) or their Associate Degree prior to high school graduation.
