WEBS Social Emotional Program AdministratorEast Central KS Coop in Ed USD 614 • www.eckce.com WEBS Social Emotional Program Administrator The WEBS Social Emotional Program Administrator provides leadership and oversight of the WEBS Special Education Program across participating ECKCE member districts. This position is responsible for ensuring program quality, regulatory compliance under IDEA and Kansas guidelines, adherence to Least Restrictive Environment (LRE) requirements, and the effective implementation of behavioral, instructional, and crisis response systems. The Administrator supervises and evaluates WEBS staff, oversees data collection and analysis to guide program improvement, ensures compliance with emergency safety intervention and discipline procedures, and serves as the LEA representative for students enrolled in the program. This role acts as liaison between ECKCE leadership, participating districts, families, and community stakeholders and provides outcome reporting to leadership and the Board as requested. Key Responsibilities: Program Leadership & Administration Oversee daily operations of the WEBS Program across all designated sites. Provide ongoing updates to the ECKCE Director and Assistant Director of Special Education regarding program operations, student needs, and systemic issues. Assist in the development and refinement of program structure, therapeutic services, behavioral interventions, academic programming, and related school-based supports. Serve as the LEA representative for IEP meetings involving students enrolled in the WEBS Program. Provide administrative leadership and support during instances of student crisis, including oversight of required documentation and follow-up procedures. Represent the WEBS Program at district leadership meetings and other designated forums. Compliance & Regulatory Oversight Ensure WEBS Program operations comply with IDEA, Kansas State Department of Education regulations, school board policies, and ECKCE administrative directives. Monitor required documentation related to IEP implementation, discipline, suspension, manifestation determinations, and Emergency Safety Interventions (ESI). Ensure staff adherence to procedural safeguards and required parent notification timelines. Maintain systems to ensure compliance with special education service delivery requirements. Monitor and evaluate the effectiveness of the WEBS Program through data review, staff feedback, and student outcomes; recommend program improvements as needed. Least Restrictive Environment (LRE) Oversee processes that ensure adherence to LRE requirements within the WEBS Program. Ensure placement decisions reflect individualized student needs and compliance with IDEA. Monitor transitions to ensure appropriate movement into and out of the WEBS Program consistent with student progress, district collaboration, and WEBS framework guidelines. Data Systems & Program Accountability Oversee systematic data collection related to student academic progress, behavioral incidents, ESIs, attendance, placements, and program transitions. Ensure accuracy and timeliness of documentation and reporting. Analyze program-level data to identify trends, inform decision-making, and guide continuous improvement efforts. Prepare and present reports on program outcomes to ECKCE leadership and the Board of Education as requested. Monitor program effectiveness through student outcome data, behavioral trends, and implementation fidelity measures. Crisis Response & Safety Leadership Develop, implement, and monitor crisis response protocols and safety plans for all WEBS Program sites. Coordinate post-crisis debriefing processes, documentation review, and corrective action when necessary. Ensure staff are trained in and supported with trauma-informed practices and evidence-based de-escalation strategies. Monitor fidelity of emergency safety intervention procedures and ensure alignment with district policy.. Staff Supervision, Evaluation & Professional Growth Serve as the administrative supervisor and evaluator for WEBS certified staff in accordance with ECKCE evaluation procedures. Address concerns related to professionalism, performance, and ethical conduct. Assess professional development needs and coordinate growth opportunities aligned to program priorities. Participate in recruitment, selection, onboarding, and retention efforts for WEBS staff. Student Conduct & Safety Ensure the application of fair, reasonable, proportionate, and equitable discipline practices consistent with board policy and IDEA. Evaluate matters related to student conduct and safety. Ensure timely communication of critical safety information to appropriate stakeholders. Oversee documentation and related communication with essential stakeholders regarding disciplinary action and suspensions for students enrolled in the WEBS Program. Student Transitions & Systems Development Oversee transition planning for students entering and exiting the WEBS Program, including coordination with sending and receiving schools. Ensure continuity of services and accurate documentation during transitions. Assist in the development, revision, and implementation of WEBS-related policies, procedures, and program handbooks to ensure clarity, compliance, and operational effectiveness. Communication & Collaboration Maintain professional and collaborative relationships with families, caregivers, participating districts, and community agencies. Ensure consistent and timely communication between program staff and families. Serve as liaison between the WEBS Program and district leadership teams. Participate in ECKCE leadership meetings as designated by the Director of Special Education. Training & Professional Development Ensure staff access to and completion of district-approved emergency safety intervention training. Support ongoing professional learning related to trauma-informed practices, de-escalation strategies, behavioral supports, and special education compliance.
