TITLE:  Director of Finance

 

LOCATION: Central Office and Training Center 

 

The Kansas City- Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 21-000 students and 60+ different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy- the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings.

 

With Head Start/preschools- 28 elementary schools- 7 middle schools- and 5 college and career academies/high schools- we are the fifth largest district in the state of Kansas and our student population is approximately 56% Hispanic- 24% African American- 9% White- and 6% Asian. To serve our students- the district employs approximately 4-000 employees including more than 1-800 teachers.              

 

JOB GOAL: To perform the duties of the Director of Finance in an efficient and legal manner as required by generally accepted accounting principles and payroll procedures- district policy and applicable state and federal law. 

 

ESSENTIAL FUNCTIONS: 

  • Directs all finance- accounting- and payroll department operations- to include personnel functions (e.g. interviewing- evaluating- supervising- etc.) for the purpose of maintaining adequate staffing- achieving objectives- and enhancing productivity of assigned staff.  
  • Subject matter expert for Fair Labor Standards Act- State and Federal wage and Hour laws- state and federal tax codes- board policy- as well as knowledge of district software and procedures- to allow timely and accurate payroll of all staff on a semi monthly basis. 
  • Collaborate with the Executive Director of Business and CFO to prepare the District budget in accordance with state requirements. 
  • Serve as primary Administrator of all banking and cash management functions for the District. 
  • Generates and files all semi-monthly- monthly- quarterly- annual payroll reports- including: payroll taxes- KPERS- labor reports- and Unemployment Insurance taxes. 
  • Supervise the establishment and maintenance of proper financial records in all schools and departments so that all funds are properly accounted for in accordance with federal- state- and local requirements.
  • Insure adequate internal controls are in place to prevent misappropriation of funds- and demonstrate high fiduciary regard for taxpayer resources. 
  • Maintain accounts in local banks- including clearing accounts- checking accounts- overnight repo- and investment of idle funds- in accordance with state statutes and sound financial practices. 
  • Prepare a variety of internal reports as needed to provide staff- administration- and the Board of Education timely access to monies for instruction- operations- and capital needs. 
  • Prepare external accounting reports as needed for various publics to demonstrate high fiduciary regard for taxpayer resources. 
  • Serve as primary contact for District financial auditors- and auditors assigned by state- federal or other reasons- as needed. 
  • Support and direct school and department Administrators regarding matters of budget and finance- and provide ongoing indirect supervision to school Treasurers. 
  • Management of the District employee benefits program- including health insurance- KPERS- and voluntary plans- to enhance retention of highly qualified staff. 
  • Management of the district’s public debt to fund instructional- operational- and capital needs of the district. 
  • Other duties as assigned 

QUALIFICATIONS 

  • Meets the employment qualifications set forth by the Kansas City- Kansas Board of Education and the Kansas State Department of Education. 
  • Degree in accounting or business and/or related experience (CPA preferred- but not required). 
  • A minimum of five years’ experience in school finance. 
  • Knowledge of payroll procedures. 
  • Knowledge in the area of computer application and technologies. 
  • Experience in supervision and direction of workers. 
  • Strong communication skills. 
  • Capable of maintaining confidentiality. 
  • Performs other duties as assigned.

Maintains communication with school personnel- and parents/guardians to enhance cooperative action which will meet the educational needs of students. Utilizes existing technology effectively in the performance of duties. 

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.? Ability to interpret a variety of instructions furnished in written- oral- diagram- or schedule form. 

LANGUAGE SKILLS: Ability to read and analyze and interpret general professional journals- technical procedures- or governmental regulations.? Ability to write reports- general curriculum and learning theories- correspondence- and protocols.? Ability to effectively present information and respond to questions from groups of administrators- staff- parents- students- and the general public.? Ability is required to schedule a number of activities- meetings- and/or events; often gather- collate- and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant.

EVALUATION:  Performance of this position will be evaluated in accordance with Board of Education policy.
