General Supervision and Timely and Accurate Data (GSTAD) 

Technical Assistance Consultant and Project Director 

Purpose: 

The Kansas Integrated Accountability System (KIAS) helps ensure compliance with state and federal reporting requirements to improve student outcomes statewide. The Technical Assistance Consultant and Assistant Project Director through the GSTAD TASN Project provides reports and technical assistance to help special education administrators monitor their performance. Keystone Learning Services is the fiscal agent for the project and works in collaboration with the Kansas State Department of Education (KSDE) in managing the project. 

A. Work responsibilities include: 

1. Demonstrating and maintaining current knowledge of IDEA and ESEA program and supervision requirements at the national, state, and local levels, including: 

a) Providing educational services to students in juvenile justice facilities 

b) Knowledge of ESEA neglected and delinquent services 

c) Knowledge of evidence-based practices in special and at-risk education 

d) Knowledge of early childhood programs and practices 

e) Knowledge of IDEA identification and determinations of eligibility 

f) Knowledge of student discipline policies, practices, and procedures 

g) Knowledge of equity-related practices in the context of IDEA and ESEA 

h) Knowledge of systems improvement research and practices 

i) Proficiency in Budget management 

2. Providing strategic and technical support and guidance on IDEA and ESEA requirements from the national, state and local levels of implementation to KSDE a) Participating in and advising KSDE throughout the State Performance Plan (SPP)/Annual Performance Report (APR) process, including monthly team meetings, individual indicator teams, and drafting/submission processes 

b) Providing technical support and guidance to the Kansas Integrated Accountability System (KIAS) Core Team, particularly related to IDEA general supervision components including Youth Outcomes Driven Accountability (YODA), alternate assessment participation, significant disproportionality and other equity-related indicators, monitoring procedures and corrective action processes, and dispute resolution 

c) Participate in and advise KSDE during all phases of the Differentiated Monitoring and Support (DMS) 2.0 

3. Providing direct technical assistance to LEAs on IDEA and ESEA requirements 

a) Developing resource documents and procedures related to IDEA and ESEA requirements at the direction of KSDE. 

b) Presenting at KSDE Summer Leadership Conference and other conferences as appropriate on current IDEA and/or ESEA topics 

c) Providing effective training on the IDEA and ESEA requirements with minimal supervision to individual or groups of LEAs 

d) Supporting KSDE field supports for special education directors, including facilitation support for the New Frontier Community of Practice, New Frontier Office Hours, the KSDE SETS Quarterly Meetings, and other supports as appropriate 

e) Provide consultative and technical support to statewide initiatives based on identified needs evidenced by project data. Help district and special education leaders understand their data and design individual action plans to improve their performance in student outcomes and compliance measures. Examples include: recommendations of evidence-based practices and specially designed instruction in the field for special education; effective use of paraprofessionals; identification of any regulatory or guidance-based barriers to the full realization of these initiatives; etc. 

f) Maintenance of compliance on all Corrective Actions as a result of dispute Resolution 

g) Develop and maintain a scope and sequence of knowledge-based skills in which Directors of Special Education must be proficient and develop appropriate trainings to address identified skill gaps in the field; 

B. Leadership Responsibilities include: 

1. Assisting with project management and coordination tasks of the GSTAD Project, including: 

a) Assisting in the development of project reports and continuation applications, including budget, scope of work, and goals development 

b) Participating in TASN quarterly meetings and other TASN coordination or management events 

c) Supporting the GSTAD Project outcomes and scope of work, including coordination with TASN Evaluation team to evaluate the effectiveness of the project 

d) Work closely with the Assistant Director of Special Education and Title Services team at KSDE to ensure the provision of high-quality training and technical assistance that complies with IDEA requirements and KIAS priorities is provided through the coordination of the statewide Technical Assistance Team (TAT) as needed for the project; 

2. Management of GSTAD budget 

a) Complete and maintain all elements of the GSTAD grant proposal 

b) Maintain Budget and accountability for all GSTAD grant line items 

c) Create and execute all contracts with GSTAD TA team members 

d) Secure and schedule all resources for Quarterly Directors trainings 

e) Ensure Professional Development for all GSTAD team members is arranged and funded; 

3. Supervision of Technical Assistance Team (TAT) 

a) Ensure TAT complies with all mandatory KSDE training 

b) Facilitate electronic resources for TAT with Keystone Learning Services 

c) Recruit and retain qualified TAT members 

d) Document all TAT member provided training e) Approve all TAT member invoices 

C. Minimum Requirements: 

1. Applicants must have either a valid Teaching License with a Leadership/Administration endorsement or a J.D. Degree from Accredited school of law at the time of hire. 

2. Experience as a Local Special Education Administrator is preferred. 

3. Project employees maintain a home office with equipment, communication and travel support provided. In state and out of state travel to meetings and conferences is required. 

4. Requires the ability to sit and/or stand for prolonged periods. 

5. Occasionally requires move, lift, carry, pull or push medium to heavy work objects or materials. Medium work is defined as exerting 20 to 50 pounds up to heavy work which is defined as exerting 50 to 100 pounds. 

6. Occasionally requires the ability to stoop, bend and reach. 

7. Requires the ability to occasionally travel. 

8. Salary Description: Negotiable based on experience
