Purpose: The Position of Business Operations/Treasurer provides support to all students and staff in Labette County Public Schools. Budget and Finance includes general ledger accounting- purchasing- accounts payable and vendor management- accounts receivable- payroll processing and reporting- auditing and internal control- student activity fund accounting- grant accounting- cash management- debt issuance- investments- budget preparation- financial reporting- financial forecasting and analysis of the school district. This person also serves as the Treasurer to the Board of Education.

 

QUALIFICATIONS:

 

Educational Requirements

  • Bachelors in Business Administration- Accounting- Finance- Public Administration- or related field required.

 

Experience

  • Minimum of 2 years related work experience in accounting- as a CPA- or in a school finance/business office

  • High level of computer skills- including experience with accounting software and spreadsheets

 

SUPERVISORY RESPONSIBILITIES:

 

The Business Operations Employee will work in conjunction with staff in the business department. The department oversees the daily workflow of the school district’s financial operations and related functions. The business department is structured in a manner that segregates duties to promote transparency and accountability.

FUNCTIONS AND RESPONSIBILITIES:

 

  • Support the philosophy and mission of USD 506 and the value of education.
  • Comply with the privacy rights of students.
  • Safeguard confidential and/or sensitive information.
  • Communicate pleasantly and effectively with all members of the school district and community.
  • Provide excellence in customer service both internally and externally.

SPECIFIC FUNCTIONS AND RESPONSIBILITIES:

  • Develops a strategic plan for fiscal accountability and requirements to adequately meet the budgetary needs of the school district.
  • Oversee accounts payable and payroll functions of the district.
  • Supervise the management of the financial affairs of the schools.
  • Reconcile all district bank accounts.
  • Work collaboratively with the Superintendent in budget development and long-range financial planning including negotiations.
  • Assist in administering the annual budget to ensure efficient operation of the school district.
  • Act as the general accountant of the board and preserve all financial accounts and contracts relating to the district.
  • Prepare state and federal financial reports and ensure that all business activities conform to the district- state- and federal guidelines.
  • Manage the district’s liability insurance programs.
  • Advise the superintendent on questions relating to the business affairs of the district.
  • Arrange for the auditing of the district’s financial records by local and state auditors.
  • Prepare monthly budget reports for distribution to the appropriate staff.
  • Prepare KSDE reports related to district finances as directed.
  • Purchase by competitive bidding- informal quotations- and negotiation- items of supply and equipment necessary for the operation of the school district.
  • Prepare or review all bid documents- including notice to bidders- instructions to bidders- specifications- and form of the proposal.
  • Approve and monitor all purchase requisitions to determine the correctness of the information- price extensions- and coding information for payment.
  • Ensure a system of checks and balances in all facets of the business office.
  • Prepare and present financial reports for monthly Board of Education meetings.

Labette County USD 506 encompasses 500 square miles of Labette County. The district serves over 1,600 students enrolled in a K-12 system, which is housed in five kindergarten through eighth grade elementary schools and one comprehensive high school serving grades nine through twelve.  Administrative offices are located in the Curran Administrative Center, Altamont, KS.  The district is a member of the Southeast Kansas Education Service Center and of the Southeast Kansas Interlocal #637. Communities served by the district are Altamont, Angola, Bartlett, Dennis, Edna, Valeda, Labette, Mound Valley, and a large portion of the west side of Parsons. Cities in the immediate area include Parsons, Coffeyville, and Independence. Larger cities nearby include Pittsburg, KS, Joplin, MO, and Bartlesville, OK. Agriculture and agriculture-related business are primary sources of income in the district. The communities in the district are served by three area hospitals. Recreation is readily accessible through area golf courses, Big Hill Lake, and Lake Parsons.
