Position Title:                    Chief Compliance Officer

Reports to:                       Superintendent of Schools

 

SUMMARY

The Chief Compliance Officer supports the effective and efficient management of the district’s budget- operations- human resources services and related departments.

 

QUALIFICATIONS/REQUIREMENTS

  • Bachelor’s Degree in education- human resources- business or a related field required
  • Master’s Degree preferred
  • Minimum of 5 years of management experience in a social service or compliance-related role required
  • Relevant experience in leading diversity- equity- and inclusion initiatives in schools or related organizations preferred
  • Experience in providing leadership team development for the board of education- superintendent and school officials
  • Experience leading and advising on policies and practices that positively impact student and staff behavior

ESSENTIAL JOB DUTIES

  • Develop- initiate- maintain and revise financial- operations- risk assessments and response plans to manage the general operation of the District and related activities to ensure compliance with State and Federal laws and to prevent illegal- unethical or improper conduct.
  • Collaborate with agencies to conduct the design- planning and implementation of the district compliance program; analyze- interpret and summarize data to produce employee and student performance reports for district leadership- stakeholders and for public information
  • Develop- review and update district programs and budget expenditures to ensure departments use best practices and operate within allocated resources
  • Collaborate with Human Resources and related departments to address compliance issues- services and complaint investigation and resolution
  • Support the superintendent in district communications and address patron and staff concerns in regards to compliance and Standards of Conduct not addressed at the business level
  • Assist the superintendent in monitoring and coordinating compliance activities and HR training for departments and schools
  • Demonstrate a commitment to the Topeka Public Schools Equity Initiatives by developing a thorough knowledge and application of the district’s policies; support staff development- in-services and trainings related to diversity- equity and inclusion in K-12 education and the workplace
  • Partner with agencies to identify areas of potential risk and compliance vulnerability; develop and implement corrective action plans for resolution of operational issues
  • Support the superintendent in monitoring departmental requests- ensuring alignment with the strategic plan and budgetary responsibilities
  • Maintain a working knowledge of laws- rules and guidelines related to compliance issues; attend and work with Human Resources Department and others- as appropriate- to develop an effective compliance training program for an effective workplace culture
  • Develop and monitor strategic compliance plans- including incident prevention efforts for students and staff and makes recommendations to the Superintendent
  • Performs quality oversight of departmental work products/output; plans and communication
  • Collaborates with Human Resources and management to set strategic vision and address employee relations and culture initiatives
  • Train staff in providing a work environment and culture focused on student success and results-orientated programs and services
  • Use evidence-based decisions that recommend policies and practices that positively impact student behavior.
  • Serve as a resource for discrimination- harassment- and Title IX issues
  • Establish and maintain an internal reporting system to effectively measure school programs and ensures equal opportunity access
  • Gather and research data for statistical analysis and reporting to meet federal and state requirements- including creating workforce analysis reports- disaggregating student discipline reports and supporting the district teacher retention and engagement surveys and related reports
  • Operational oversight of all programs and their budget
  • Research and analyze programs and budget efficiencies
  • Partner with local- state and national agencies for training to ensure effective workplace culture
