TITLE:  Deputy Chief of Police – Kansas City- Kansas Public Schools

 

LOCATION: North Central Office

 

The Kansas City- Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22-000 students and 60+ different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy- the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings. This position will report to our new Chief of Police. 

 

With Head Start/preschools- 28 elementary schools- 7 middle schools- and 5 college and career academies/high schools- we are the fifth largest district in the state of Kansas and our student population is approximately 51% Hispanic- 27% African American- 11% White- and 7% Asian. To serve our students- the district employs approximately 4-000 employees including more than 1-600 teachers. 

 

JOB GOAL:

Assists the Chief of Police in the development- administration- coordination- and implementation of departmental policies- procedures- programs- and activities.

 

ESSENTIAL FUNCTIONS:

  • Assists the Chief of Police in developing and implementing goals- objectives- policies- and procedures for the department.
  • Represents the police department at meetings- conferences- and other public functions.
  • Directs the preparation of a variety of records and reports relating to department activities; prepares- reviews and presents reports and other necessary correspondence; reviews and evaluates reports and other documents submitted by subordinate personnel. Studies crime reports and current literature in law enforcement to determine trends and make recommendations for changes in organization and operating policies and procedures.
  • Assists the Chief of Police in evaluating and recommending modifications- as required- to programs- activities- policies- procedures- rules- orders- and regulations to ensure compliance with the Kansas City- Kansas Public School and department’s mission- goals- objectives- core values- board of education rules- operating procedures- department policies and general law.
  • Assists in the design and implementation of operational- technical and administrative methods of community policing- crime prevention- delinquency control- law enforcement- and related functions- including but not limited to- investigations and identification- patrol- traffic control- and safety.
  • Identifies and resolves difficult public and human relations problems.
  • Assists in developing the departmental budget and provides administrative guidance for the control of budget expenditures.
  • Reviews and directs the department’s fiscal- equipment- and human resources activities and services; develops- reviews and manages staff and employee recruitment- development and training.
  • Respond to major incidents and ensure that the Incident Commander is following Incident Command System/protocol; assumes role as Incident Commander or other role as needed for the situation.
  • Conducts- directs and reviews investigations of officer and staff misconduct within the police department and makes disciplinary action recommendations to the Chief of Police.
  • Coordinates law enforcement activities with other departments and law enforcement agencies.
  • Serve as assigned as a liaison with other divisions- departments- and outside agencies- as well as the Kansas City- Kansas community.
  • Coordinates the activities of the Police Department with other agencies- both generally and in special investigations/arrests- special events and operational activities as directed by the Police of Chief.
  • Participates in professional organizations and on a variety of boards- commissions and committees as assigned by the Chief of Police.
  • Assumes command of the police department in the absence of the Chief of Police.
  • Complies with all State and school district policies.
  • Other duties as may be assigned.

QUALIFICATIONS:

  • Bachelor’s degree (required).
  • Master’s Degree (preferred) in Criminal Justice- or related field. Required within twenty-four (24) months of appointment.
  • Possess a valid Kansas Driver’s License.
  • Must submit to a pre-employment background check- with no felony convictions- a drug screen- and a psychological screening test as specified by the Chief of Police.
  • No misdemeanor convictions that would be considered as a disqualifier as outlined in KSA 74-5605 and KSCPOST Reg. 106-2-2.
  • Ten (10) years of increasingly responsible- broad-based experience as a commissioned police officer with a recognized law enforcement agency.
  • Considerable experience in a school-based police department and /or experience as a School Resource Officer (SRO).
  • Minimum of five (5) years of proven management and command/supervisory-level responsibility with experience making complex administrative and operational decisions.
  • Must have attended the National Association of School Resource Officers (NASRO) basic or supervisory school or become certified within twelve (12) months of hire.
  • Certified CIT Officer (Crisis Intervention Training)
  • Must have the ability to attend and graduate from the FBI National Academy (FBINA) or equivalent executive leadership training such as Senior Management Institute for Police (SMIP) or Southern Police Institute (SPI) within an unspecified timeframe. 
  • Proven ability to lead collaboratively within a culturally diverse setting.

COMMUNICATION / ORGANIZATION:

Maintains communication with school personnel- and parents/guardians to enhance cooperative action that will meet the educational needs of students.

Applicant must have the ability to deal with the public forthrightly and courteously and to establish and maintain effective working relationships with school district administration- staff and students- parents and community- peers- news media- city- state- county and federal authorities as well as others contacted in the course of work; ability to speak clear and concisely in written or oral communication.

Utilizes existing technology effectively in the performance of duties.

Knowledge of Microsoft Office software and able to learn and use institutional software systems.

 

REASONING ABILITY: Ability to solve practical problems using effective problem solving techniques.  Ability to interpret a variety of instructions furnished in written- oral- diagram- or schedule form.

 

LANGUAGE SKILLS:  Ability to read and analyze and interpret general professional journals- technical procedures- or governmental regulations.  Ability to write reports- correspondence- and protocols.  Ability to effectively present information and respond to questions from groups of administrators- staff- parents- students- and the general public.

May be required to physically restrain person(s) during detainments and/or arrests using standard law enforcement procedures. Required to detect odors and have temperature sensitivity. Communicates verbally and in writing. Eyesight- including corrected eyesight- with regards to close vision- distance vision- color vision and depth perception is required to perform the job. Must be both physically and mentally fit when reporting for duty.

OTHER SKILLS and ABILITIES:  Must be able to carry out supervisory responsibilities in accordance with the organization`s objectives- policies and applicable laws.

Knowledge of the principles and practices of modern police organization- operations- and administration.

Knowledge of police records and their application to police administration and solution of police problems. Experience with Computer Aided Dispatch (CAD) systems with newer technology. Experience with mainframe computer systems- security- archival and data recovery systems- Window Exchange servers- Internet Connection

Knowledge of the Kansas Open Records Act.  Experience as Records Custodian for a Police Department or other Government agency. Ability to obtain NCIC certification.

Knowledge of the geographic area of Kansas City- Kansas.

Knowledge of City ordinances- state and federal laws and the ability to explain and interpret pertinent provisions of laws- ordinances and regulations.

Ability to plan- organize- administer and direct police activities of broad scope- intensity and community and departmental impact.

Certification in Incident Command System Training (National Incident Management System).

Must possess the ability to react quickly and calmly in emergency situations and to determine the proper course of action.

 

Must be able and willing to respond to a callback outside of normal work hours- if needed- during an emergency.

 

TERMS OF EMPLOYMENT:  261 day position

SALARY:  Based on USD No. 500 Salary Schedule

FLSA STATUS: EXEMPT

REPORT TO:  Chief of Police

EVALUATION: Evaluation of this position will be completed in accordance with the Board of Education policy on evaluation
