FINANCE DIRECTOR

Reports To: Executive Director
 
PURPOSES:
 
The Director of Finance while exercising sound judgment and discretion, interprets, advises, recommends and assists in the development of fiscal policies and daily financial operations.  This includes advising the Executive Director regarding the management of financial accounts and budgeting for special education, service center grant funding.  The role is responsible for creating and presenting monthly financial reports to the Keystone Board, works directly with the fiscal auditor team and assists grant coordinators with fiscal policies and budgeting of grant funds.  In addition, the Director of Finance collaborates with the business office staff to ensure timely reports and invoice preparation.

  1.   Essential Functions:
  • Responsible for advising the Executive Director in management and controlling of financial accounts and budgets
  • Prepare and submit financial reports necessary for state and federal compliance
  • Responsible for accurate accounting of all monies in bank accounts
  • Monitor budget balance for planning and development of future expenditures
  • Timely submission of grant reports and documentation for acquiring state and federal grant reimbursement
  • Collaborate with the business office and food service staff including appraisal for employee productivity and recommendation on employment status
  • Ensure that all business and food service staff maintain accurate records of all transactions completed and ensure staff has the appropriate resources to maintain their job responsibilities and prove them with a positive work environment
  • Works within Keystone policy and procedures and adheres to generally accepted accounting principles (GAAP).  
  • Collaborate with business office staff to ensure Keystone is adhering to employment and finance law issues and ensure seamless service to staff
  • Assists with the categorical aid reimbursement process to secure state funding.
  • Participates in development of short and long-term business objectives for Keystone
  • Investigates budget discrepancies brought forward by project staff or Keystone administration searches for solutions and reports to the Director
  1.   Other Functions
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of Keystone Learning Services.
  • Readily cross trains with other Keystone staff to ensure continuity of service. 
  1.   Job Requirements: Minimum Qualifications: Skills, Knowledge, and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including a variety of software applications; planning and managing projects; and preparing and maintaining accurate records.
 
KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and regulations; and accounting processes.
 
ABILITY to adequately prepare for meetings and presentations to a variety of audiences and routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data using defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes. Independent problem solving is required to analyze issues and create action plans.  Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; communicating with diverse groups and individuals; meeting deadlines and schedules; setting priorities; working as part of a team; and working with detailed information.

  1.   Work Environment:
    The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting and carrying up to twenty (20) pounds, some pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 80% sitting/standing at a workspace, 15% walking, and 5% standing. The job is performed in a generally hazard free environment.
     
    Core requirements
  • Experience: Knowledge of accounting and school finance
  • Education: Bachelors Degree in a job-related area (Business Management, Accounting, Finance, etc.)
  • Equivalency:  Required Testing Certificates and Licenses and experience
  • Drivers License and Evidence of Insurability
  • Continuing Educ. / Training Clearances

We also hire special education administrators to assist schools with planning, training, and supervision all staff and oversee compliance monitoring. The member districts are located in the beautiful countryside surrounding Lake Perry including portions of Douglas, Jackson, Jefferson, and Atchison Counties.
